It is my understanding that Target doesn’t allow any solicitation at its stores by third-party groups.
And despite being a “public space”, the store is private property and they can make decisions accordingly. If there is inconsistent enforcement of the policy, that should be cleared up. But it isn’t a black-and-white free speech argument.
